She was born on November 27, 1961, in Shelbyville, Kentucky, to Billie and Ruby (Jones) Hedges. Angela was preceded in death by her parents, Billie and Ruby Hedges; her brothers, Sidney Hedges and Dale Hedges; and her sister, Connie Hedges.

Angela is survived by her loving husband, James Phillips; her son, Brandon Davis; her daughter, Amber (Dustin) Bain; her grandsons, Hunter Davis, Parker Hall, and Kaleb Bain; and her granddaughter, Tayla Bain.
